Ministry of Local Government Seeks Consultants to Transform Markets in Northern Uganda

The Ministry of Local Government (MoLG) has issued a request for proposals inviting qualified consultancy firms to support the design and supervision for the rehabilitation of selected markets in the nine districts of Agago, Lamwo, Pader, Oyam, Lira, Dokolo, Kaberamaido, Soroti and Serere under the RUDSEC Project. The assignment falls under the Rural Development and Food Security in Northern Uganda (RUDSEC) Project, for which the Ministry of Local Government serves as the Project Executing Agency (PEA).

The consultancy services will cover; provision of detailed architectural and engineering designs, conducting Environmental and Social Impact Assessments (ESIA) and construction supervision for the rehabilitation of selected markets. The objective is to upgrade key markets into well-planned, safe, resilient, and environmentally compliant trading hubs that stimulate rural economic growth, enhance food security, and improve livelihoods in Northern Uganda.

The assignment covers nine districts across the Acholi, Lango and Teso sub-regions. In the Acholi sub-region, works will focus on Oliga Market in Patongo Town Council and Arum Produce Exit Market in Arum Town Council in Agago District, Agoro Main Market in Lamwo District, and Pader Town Main Market in Pader District — areas where structured markets are expected to strengthen cross-border and regional agricultural trade.

In the Lango sub-region, the project will cover Minakulu Market and Loro Main Market in Oyam District, Amach Market in Awiodyek Town Council and Aswa Market in Ayami in Lira District, as well as Dokolo Permanent Public Market in Dokolo District.

In the Teso sub-region, the works will include Kidetok Mulago Daily Market in Serere District, Oriamo Market in Kaberamaido District, and the livestock-oriented Katine Cattle Market and Dakabela Cattle Market in Soroti District.

The consultancy procurement will be conducted competitively, allowing firms to bid for up to two packages but limiting awards to one package per consultant in order to maintain quality supervision and equitable participation.

By rehabilitating these markets, the Ministry aims to create cleaner trading environments, support value addition, strengthen rural-urban supply chains and increase incomes for farming households. The RUDSEC Project therefore represents a strategic investment in community-level infrastructure, reinforcing government efforts to promote inclusive growth and long-term food security in Northern Uganda
