RUDSEC Project works set to commence in April 2026

The roads rehabilitation works in the Acholi, Lango and Teso subregions under the Rural Development and Food Security in Northern Uganda (RUDSEC) project will commence in April this year. This follows the completion of preliminary activities including the assessment of construction bidders to execute the assignment.

The revelation was made by Geoffrey Kibisi, the RUDSEC Project Team Leader, during a consultative meeting held at the Lira District Council Hall where consultants presented findings of the detailed designs and the Environmental & Scocial Impact Assessments (ESIAs) that have been conducted on roads to be rehabilitated under the RUDSEC project in Lango Subregion.

“We are now ready to start the works in April this year following the completion of all the necessary activities as required before the rehabilitation could commence,” he revealed.

The Ministry of Local Government (MOLG) has conducted consultations with the district leaderships of Lira, Oyam and Dokolo in Lango Subregion regarding the detailed designs and ESIAs that have been conducted on roads to be rehabilitated under RUDSEC.

The first batch of roads to be worked on in Lango Subregion are Amach TC-Barr Junction, Barr-Alebere PS and Alebere PS-Corner Pajero in Lira; Alutkot-Atop-Agengo road and Iceme-Akok-Lalogi road in Oyam District; and Amonoloco-Amunamun road and Alik-Alengi road in Dokolo District all totaling 90.8km.

Beatrice Molly Abang, the Lira District Deputy Resident Commissioner committed her district’s support towards the project pledging to use the airtime allotted to the Office of the President to sensitize the public about the project. “The rehabilitation of these roads will help in increasing incomes of our people,” she said. “I will ensure that we also protect the gains of the project by safeguarding the infrastructure that RUDSEC is going to create,” she added.

The meeting in Lira follows the one held in Pader District for the Acholi subregion where similar works are to be carried out in Pader, Lamwo and Agago districts. The next meeting will be held in Soroti this week for the Teso Subregion covering the districts of Soroti, Kaberamaido and Serere.

These consultations on the ESIA come after MOLG placed a call for for proposals inviting qualified consultancy firms to support the design and supervision for the rehabilitation of selected markets in the nine districts of Agago, Lamwo, Pader, Oyam, Lira, Dokolo, Kaberamaido, Soroti and Serere under the RUDSEC Project.
The markets to be constructed are Oliga Market in Patongo Town Council and Arum Produce Exit Market in Arum Town Council in Agago District, Agoro Main Market in Lamwo District, and Pader Town Main Market in Pader District in Acholi Subregion — areas where structured markets are expected to strengthen cross-border and regional agricultural trade.
In the Lango sub-region, the project will cover Minakulu Market and Loro Main Market in Oyam District, Amach Market in Awiodyek Town Council and Aswa Market in Ayami in Lira District, as well as Dokolo Permanent Public Market in Dokolo District.
In the Teso sub-region, the works will include Kidetok Mulago Daily Market in Serere District, Oriamo Market in Kaberamaido District, and the livestock-oriented Katine Cattle Market and Dakabela Cattle Market in Soroti District.
